(Beijing) - U.S. Supreme Court Justice Stephen Breyer has long made it his business to be familiar with mandarin lessons – of the bureaucratic sort. Breyer gave a rare one-on-one interview to Caixin in Beijing on May 22 to discuss underlying concepts on the rule of law in American jurisprudence and the tangible difficulties of forming good regulatory frameworks.
