Graphics: Making the Grade

The Communist Party recently decided to consider environmental factors when grading officials, a move that comes amid dire reports about pollution

A decree issued by the Communist Party's Organization Department on December 9 aims to end the development-centered system used to evaluate officials. The decree from the department that handles personnel matters for the party adds eight new parameters to judge an official's performance, and six are related to the environment.

Experts have long advocated moving away from a system heavily biased toward GDP results. The exact details of the new assessment approach are unclear, but what is certain is that the environment will carry more weight than in the past.
